StearnsWas revolutionary syndicalism the most salient characteristic of the French labor movement between 1890 and 1914, as most historians have claimed? Are the terms used to describe syndicalismrevolutionary, violent, antiorganization, individualistic equally applicable to the French national character?Professor Stearns answers no. The prevalent theory, he says, is based on the false assumption that the ideology of the syndicalist movement necessarily expressed the true aims of the workers themselves. What, then, did French workmen really want from their employers? What goals did they set for themselves and what tactics were they willing to use? Were these the same as those their syndicalist leaders agitated for?The author finds the answers to these questions in the patterns of strikes that occurred in the period. The goals and tactics revealed in these patterns differed significantly from the syndicalist dogma expressed in the formal doctrines and pronouncements of syndicalist leaders.Indeed, the author concludes that no significant number of French workers wanted either violence or revolutionary change. They did not even cherish as an ideal the notion of a generaf strike to take over the means of production. Then why was syndicalism a part of the French labor movement? Was it actually from outside the movement and adopted merely because of the accident of its being at hand? Was it particularly applicable to the workers real aims? Can revolutionary rhetoric, such as the syndicalist leaders used, flourish in a nonrevolutionary situation? Or can a situation be deemed revolutionary because such rhetoric is tolerated by a large social group?Dr. Stearns conclusions significantly challenge the long-accepted account of an important aspect of French social and intellectual history of the 1890-1914 period. They even go beyond the labor movement in that they challenge generally held notions about French inaptitude for industrialization, which that accounts emphasis on syndicalism reinforces.Peter N. Stearns was born in London in 1936. He masters, and doctors degrees University. In 1968 after teaching for five years at the University of Chicago, he accepted a professorship in history at Rutgers University and is currently Chairman of its New Brunswick Department of History. In addition to having published five books, he is Managing Editor of the Journal of Social History and a regular contributor to the American Historical Review and the Journal of Modern History.
