Author Biography Sergey M.SMOLSKIY is full professor and coordinator of international research programsat Moscow Power Engineering Institute (MPEI) and Deputy Director of the Instituteof Radio Engineering and Electronics of MPEI, Moscow, Russia. He gotthe degree Master of Science in 1970 and the PhD in Radio Electronics in 1973. In 1993he got the degree doctor of science in engineering and became associated professor.Boris N.
